DEMAND FOR JUSTICE

Demand for Justice Program will support the development of robust evidence-driven demand for justice in Kosovo. Working with civil society partners, universities and high schools, the program will expand community-based information resources to inform citizens of their rights and the mechanisms to activate them, to counter corruption, and to hold justice sector actors accountable.

The Demand for Justice program will also promote national-level policy debate and advocacy to mobilize citizens, justice sector stakeholders, and policy-makers to define and endorse a focused agenda of priority reforms and initiatives in support of the Rule of Law in Kosovo.

PARTNERS

The D4J program is led by NCSC in partnership with a diverse group of committed local partners. The D4J program supports three monitoring programs designed to improve citizen access to justice by focusing on judicial accountability, transparency, and integrity in the adjudication of court cases. The monitoring programs are implemented by the Kosovo Law Institute (KLI), the Kosovo Democratic Institute (KDI), and Levizja FOL. The D4J program is developing a sustainable, live legal clinic program in partnership with KBA advocates and Kosovo law faculties – offering law students the opportunity to assist KBA advocates in their pro bono representation of indigent criminal defendants. Finally, the D4J Program conducts youth education and outreach in Pristina, Prizren, Peja and Mitrovica through Youth Initiative for Human Rights- Kosovo (YIHR KS), Community Building Mitrovica (CBM), and NGO-Aktiv. In addition to delivering basic justice sector information to students, the D4J curricula will showcase KLI, FOL and KDI monitoring work, and KBA’s live clinic work, and invite high school students to play an active role in improving the judicial system.

GOAL

The D4J program strives to achieve synergy amongst its partners, augmenting each partner’s ability to contribute to an atmosphere of justice sector professionalism driven by constructive, evidence-driven demand for justice. We aim to empower a network of CSOs, KBA members and committed university partners to demonstrate that a fact-based, consensus-driven approach will ensure that public demand is informed, citizens are educated, and stakeholders coalesce around shared reform and advocacy agendas.

APPROACH

The D4J approach promotes data-driven, evidence-based insights and mobilizes a broad section of stakeholders to achieve real gains in access, accountability, and, ultimately a brand of justice that inspires confidence by addressing long-standing deficiencies in Kosovo.
