ABOUT JUDICIAL INTEGRITY COMPONENT

Kosovo has struggled to improve performance in a malfunctioning judicial system. Domestic perception surveys and international reports illustrate concerns about the lack of integrity of Kosovo’s justice sector institutions, and the inability of justice actors to engage effectively in the fight against corruption. These same surveys and reports indicate that political influence of the judiciary is on the rise, and citizen trust in the justice sector remains in decline. D4J’s judicial integrity component is led by Kosovo Democratic Institute (KDI). KDI will use an internationally-tested, anonymous stakeholder survey to expose different mechanisms of corruption in the judicial system and to trigger and promote a debate on policies for judicial integrity at the national level.

Goal

The goal of the judicial integrity component is to empower justice actors – judges, advocates, prosecutors, police to identify forms of corruption as they occur in daily work so that these barriers to the integrity of the Kosovo justice system may be openly discussed and addressed. The survey is based on the International Bar Association’s 2015 Judicial Integrity Initiative global survey.

About KDI

KDI was established in 2005 to support the development of democracy through citizen engagement in the policy making process, to strengthen civil society, and to increase the influence, transparency and accountability in public institutions. KDI has a long experience in variety of domains including anti-corruption, good governance, gender balance in political processes, and the organization of free and fair elections.

The work of KDI focuses on

  • Advancing the good practices of keeping public institutions more accountable and more transparent;
  • Continuous improvement (legal, administrative and institutional) in fighting corruption and increasing the capacity of victims and witnesses against corruption.
  • Capacity building of CSOs particularly in monitoring of the government, elections and advocacy;

About KBA

Kosovo Chamber of Advocates (KCA) is a democratic self-governed organisation of Kosovar lawyers functioning independently from state bodies. The legal framework for KCA activities constitutes the Law on Advocacy No. 03/ L-117 dated 12th February 2009, which repeals the Law on Advocacy and Other Legal Aid, Official Gazette of SAPK, no. 011-69/79.

The work of KBA focuses on

  • The Chamber's main purpose is the promotion of the rule of law by supporting the reform process. She is the chief legal spokesman of legal profession and rule of law. She continually would be in mission of justice improvement.
  • KCA will promote a more comprehensive approach and equal legal representation for all persons regardless of economic and social conditions. Those efforts will include particularly minorities,omen and disabled persons. The community will benefit from efforts of KCA for strengthening the administration of justice, expansion of understanding and respect for law and legal institutions.
  • This mission presents the guide and goal of a permanent leading structure of KCA. He as such should know from any members of the Chamber and to become known by community. The Chamber activities should be conducted in accordance with its mission.
